Terumi Mei entered the room, her long curly auburn hair and green eyes highlighting her delicate and beautiful face. At just fourteen, she already had a striking presence that hinted at her future potential, on par with Tsunade, Hinata, and Samui.

Seeing Kazuya standing by the window, Terumi Mei trembled slightly. The last time they met, she had barely escaped with her life. His terrifying reputation only grew since then, making her feel even more intimidated.

"Captain Nohara," Terumi Mei began, steadying her voice. "By order of Lord Mizukage, I am responsible for your schedule in Kirigakure. If you need anything, please let me know. I will be staying in the mansion next door."

"Also," she added, "the ninjas at the gate are Mist Anbu, tasked with ensuring your safety. Please avoid any unnecessary misunderstandings."

"Understood," Kazuya nodded. "Thank you."

Terumi Mei smiled slightly. "For the friendship between Kirigakure and Konoha, this is my duty."

Her voice sounded sincere, and she was curious about Kazuya, but his mask concealed his face, leaving her to wonder.

After exchanging a few more pleasantries, she bowed and left the room.

"That was odd," Shisui said, once Terumi Mei was gone. "The usually ruthless Mist Ninjas are suddenly polite and accommodating. It's unsettling."

Kazuya chuckled. "This is the influence of leadership. It seems Fourth Mizukage Yagura is a wise man. He understands that continuing the Blood Mist policy would lead Kirigakure to ruin."

Shisui looked puzzled. "The influence of leadership?"

"Yes," Kazuya explained. "People at the bottom often imitate those at the top. The Third Mizukage was a murderous tyrant, creating an environment where brutality flourished. Now, with Yagura, who is likely more compassionate, the village atmosphere is starting to change. Given time, Kirigakure might recover its strength."

Shisui nodded thoughtfully, while Itachi pondered the implications. He began to see the conflict between Konoha and the Uchiha clan in a new light. Could the situation improve if the leadership became more compassionate, like Yagura? The thought illuminated a new path for him.

The next day, in the Mizukage Building, Kazuya, Shisui, and Itachi sat across from Fourth Mizukage Yagura.

"Captain Nohara," Yagura said warmly. "We in Kirigakure have high hopes for peace. Please convey this to Lord Hokage."

"Of course," Kazuya replied, smiling.

As they spoke, clusters of golden light floated towards Kazuya, enhancing his chakra and skills. The quality of these lights was impressive, even more potent than what he had gained from the aged Hiruzen Sarutobi. He was eager to see what more he could gain from Yagura.

Suddenly, a loud explosion rocked the room. The wall burst open, and smoke and debris filled the air as several figures rushed in.

"For the Third Mizukage, kill Yagura!" 

"For Mist Shinobi!" 

"For the Kaguya Clan!" 

Powerful chakra signatures flared in the chaos.

"Dead Bone Pulse: Finger Bullets!"

"Water Style: Water Wall!" 

"Water Style: Water Dragon Jutsu!" 

"Thousand Needles of Death!" 

The attackers clashed fiercely with Yagura and his guards.

Kazuya quickly moved to a high vantage point, observing the battle. The attackers, clad in white robes with strange hairstyles and red markings on their foreheads, were clearly members of the Kaguya clan, known for their formidable Dead Bone Pulse abilities.

"Kaguya Tendori," Yagura's voice was cold. "Your clan's rebellion will be your downfall."

Tendori, covered in bone spikes, responded fiercely, "Yagura, you've lost the support of the village's powerful families. Your time is over! Kill him!"

The Kaguya ninjas, elite warriors all, surged forward. Their combined might put Yagura in a precarious situation.

"Protect the Mizukage!" 

"Anbu, with me!" 

"Stop the Kaguya traitors!" 

Nearby Kirigakure ninjas joined the fray, determined to defend their leader.

"Dead Bone Pulse: Dance of the Clematis!" Tendori spun, his body a lethal whirlwind of bone, cutting down anyone in his path. His Dead Bone Pulse was one of the most formidable close-combat bloodline limits.

The clash was intense, with buildings collapsing and blood flying. More than 200 Kaguya ninjas had joined the assault, their Dead Bone Pulse techniques wreaking havoc.

Despite the carnage, Kazuya watched with a sense of satisfaction. "Good. Let them fight. Today, Kirigakure will know true destruction."
