This was Naruto, transformed into a masked woman using his Shapeshift ability.

With the Flying Thunder God Technique, he teleported behind his target, bound the elite Chūnin with the Immortal Binding Rope, and instantly transported them 10 kilometers away.

Once restrained by the Immortal Binding Rope, the Chūnin's chakra was completely suppressed, and he felt his strength fade away, like prey ensnared by a hunter.
