However it didn't work and instead severely angered the government. They sent a Rank 5 Powerhouse over and wiped out every warrior organisation in the City!

Since then it has been completely controlled by the Government and a stable situation has formed. The City Lord marries his children to foreign organisations and gains resources to maintain his control of the city.

At the same time they set up a dozen schools across the city, anyone with a talent for practice can join and eventually be recruited to the Government.

Because of this, the number of strong men under the City Lords control have skyrocketed. His background is unfathomable for organisations, potentially comparable to Rank C organisations!

This is why Situ was so interested. If they can get this city as an ally, it would be an incredible bonus for him.

In the future he can send his children to join in the schools and eventually become members of the Government through that.

After all, the key way of being stronger on BlueStar is by joining the Government. They are a force managed by Rank 9 Powerhouses after all, and have deep connections with the High-Level Planes!

Through the government you can get all sorts of resources. Even Low-Level Planes are handed out!

Eventually you can order people to wipe out organisations however you want.

Unfortunately, despite Samuels unrelenting efforts to integrate into the Government, the highest position is still Hampton.

His level is relatively high, but is far from enough to affect the City Lord in FieldView City, let alone across BlueStar.

After all, how can it be so easy to join the Government? Most City Lords are parts of families that joined the government tens of thousands of years ago!

Only extremely talented people can join the Government in high positions without that long time.

Soon another day passed and Jessica's convoy passed through the city. Quickly they arrived at the City Lord's Mansion.
