The power is highly concentrated in Henry’s hands right now, his plan is to have control while also having some sort of modern corporative structure, with trusted people managing and with him giving the direction.
You can expect it by the next arc, when they cross over the southern barrier!
It’s a good short term solution, but in the long term its better to just let them integrate in society, contributing in some ways and adding to the military power. What do you think?

Hey Zizi! How are you doing? It's great to see you again, and thank you so much for your support! Honestly, I write every single day, but with my routine, it's almost impossible to produce more than two chapters a week or release one every single day. I have to work and study from 7 a.m. to 11 p.m., which means I don't have much time to dedicate to this passion of mine. And, to be completely honest, the only thing that keeps me going is my love for writing, you - the readers - and my dream of creating something truly enjoyable. It's a dream I refuse to give up on. A lot of people might think that writing here brings substantial revenue for the author, but if I’m being truthful, I can't even pay a single water bill with the revenue generated from this, which distances myself from the dream of writing even more and makes me focus more on working and studying (Unfortunately, it's life.) That said, please don’t take this the wrong way, this is not a complaint or anything like that. I only wish to give you and others an explanation, since you guys have been with me until this far. I need to be honest with you. I love writing, and I’d continue doing it even if I didn’t make a single penny, as long as it meant I could keep going. If I might be true to myself, there are times when I even regret going premium, and I know these words might backfire on me (maybe) Still, thank you so much for your support. You and everyone else who has followed this novel so far are the reason I keep going. I truly appreciate your support! I'm always doing my best to write a bit more and release new chapters. I can promise that I wil release at least one/two chapters a week, until I get my degree (mid-25). This might be slow, but I need to be true to you and everyone that might be reading this. Hey Gabriel! How’s it going? To answer your question as simply as possible: there aren’t any “liquid rivers” in the far north. The extreme cold, combined with the Frozen Forest and the geographical position of Stahl and its neighboring countries, makes that impossible. The region’s temperatures stay well below zero—think of it like Antarctica—but thanks to the presence of mana, living beings are able to survive. Water in this area exists more as permafrost, so while there may be small pools or even underground rivers, there are no long surface rivers flowing through the kingdom and ending in the sea. And, you are absolutely right, rivers are basically the starting point of most civilizations. Yet, Stahl is a bit different, similar to the most extreme points of Russia.

That's a great point! The next phase of the novel we will focus more on that, giving more depth to the context of agriculture, fishing and trading. (And, of course army). I will take a lot of your comment to reflect on it! Seriously, I appreciate it!
It's not something that will drag more than 1 chapter, but it's necessary to open the world and start filling the plotholes, opening the space for the empires down South. At first, it would be easy to just kill him, but it would be forced for the next phases of the story, and Henry easily managed to get through Aritreia, which makes it quite easy. Now, in the next 2-3 chapters, Luak will fall in his hands and the empires down South will begin to move.
