Judging from the art style, the source is either Medaka Box or its spinoff. It is more likely its spinoff since this doesn’t look a majorly important character, she looks like the third in command of an arc’s antagonist’s team.

Unless you can write out the chains as an application of his curse technique or curse energy. Innate curse techniques are somewhat rare. Most grade 2 and below sorcerers don’t have a curse technique but use an application of curse energy like the new shadow school of fighting. Even Yuji’s Divergent Fist isn’t a curse technique but an application of cursed energy control.
