There's a big character arc between the MC and each of the dragons. . ..... His story with the blue dragon is about him learning to be a good father and care about a child. . ..... His story with the yellow dragon is about him helping an insecure child learn how to give love to others instead of always just receiving love. She basically uses him as an example of what a guardian should be like, and she learns to take care of others . .... The red dragon is basically the shonen protagonist of her own story. She's neglected and looked down on by her biological family for being talentless. Her arc with the MC is her learning to realize that there are actually people who believe in her. Her relationship with the MC is that of a student and teacher. . .... The green dragon's arc is a romance arc with the MC, sprinkled with some surprise revenge later on. . .... So yeah. It's not a harem story. It falls under the romance genre because of the green dragon.... but ONLY because of the green dragon.

I once knew a police officer well. We talked about car chases once. He just laughed sarcastically about the car chases depicted in movies. The police are most likely to just get your license plate and track you down later, since road raging around like that is dangerous for everyone. If the situation is more urgent, then they'll call in their friends from all around the city and cut you off. Sure, they'll still chase you, but not if it means weaving in between cars in heavy traffic and skidding around corners. (The officer I knew said that his police station was pretty strict about stuff like that. Motorcycles especially are very dangerous to chase after.)
