Not exactly. A common misunderstanding because the Thalmor consider him an asset. He neither works for them or with them but his work is technically in their interests. Honestly, if Ulfric truly wanted a free Skyrim, he'd stop wasting time on Imperials and just kill every Thalmor agent. The more he kills, the more they send, allowing them to kill more until they either run out or stop sending them. After they run out or stop sending them, the Empire can claim that no one is worshipping Talos to the Thalmor and there wont be anyone alive in Skyrim to contradict them.

Considering the Galaxy's history, this is actually easy to answer if you assume the Force is made of dead people. So, theory. Something killed every single thing in the galaxy. All the dead somehow came together into something new that could influence the world. It sealed off whatever killed everything and reseeded life. This means that the Celestials and Force Gods could all be conglomerates of ghosts from before the Galaxy got wiped. This even makes sense as the Origin of the Force!!
Conjurerers can absolutely conjure living beings, but most don't. The only way to control a conjured being is by training in Manipulation Nen, but that has low compatibility with conjuration. If you opt out of controlling them, you can direct them, but only using very simply rules. The Balloon Men from the Mob Boss's house is a good example. Conjured fighters and gave them a rule of using available weapons to attack the nearest target.
Old ones, kinda. New ones, no. Psychometry lets him perceive echoes of previous living beings interacting with something. It would be like watching a security video of someone flying the ship while the person in the video narrated what they did. But star wars ships are very picky and mimicking the exact motions someone used may not actually work. Though that is only the case if he has no knowledge about piloting. If he had base knowledge to use for reference, then he can use that to fill in the blanks and pilot other things. But again, he can only do this for things that have been piloted by living pilots for a while. New ships or ships with droid pilots won't work.
Fun Fact: Police Depts often won't hire those who are Over-Qualified due to the likely possibility of them getting a better job later,. They want Lifers only, so hiring someone with average grades is perfectly normal.
That's only for active skills. Like an active skill that allows the user to charge forward and deal 250% attack. But this isn't an active skill, but a Buffing skill that can stack atop attack skills.
