I think he likes MCs thar are godlike and all of his allies are masterminds or idiots easy controlled, and his enemies all are idiots. Altough i have to admit, in the books the lannister have the biggest plot armor of all time, so watching them get clapped in ffc is a delight, but having robb win everything just to lose allies for the stupidity of his mother is a little of a pain.

Make it simple, delegate all the missions to "capitans", and send them to missions and suspected places of bandit hideouts, and use other units to patrol the lines of commerce to protect them from ninjas and badits etc, and him with an special unit of "hunters" search of orochimaru bases and spies from other villages that are hunting for info in the land of fire. Make massacre the entire land of fire with bandits and foreign ninjas. Good story like always.

He should use the excuse that star-lord died in the fight with the hutts, and he had to use his identity to defend the people, something like that, it would save a lot of problem for him and give an excuse to travel the "dark side" of the galaxy searching for the sith or things like that, the council would not like it, but it would be more reasonable that a 14 year old that went ballistic in his first solo mission and became a warlord.
