"You think we have enough to make the first tree?"

"Yes Master. This is everything we have gathered from the Rank 8 and 9 generators all here separated into 8 different sections. Is this number still not sufficient, Master?"

"Let me check the total energy. It won't take long."

"Yes Master, this little girl won't disturb you until you are done."

Yang Rai checked the Materials for each of the Resource generators that were at 8th and 9th Rank. The 6th and 7th Ranks were distributed throughout the world to his Many Branch Sects. Having the members of his Artifact Universe World help with the training made raising a massive army to combat the Ink Clan a simple matter. There were many straight 6th rank promotions and 7th rank ones.

Occasionally there would be a rare talent that would be able to grow so much more easily than the others. These people would petition their masters to ask for a set of Higher ranked Materials. Yang Rai would often accept the request out right. Sometimes he would get curious though. And try to check the person out.

These people that caught his eye would be the ever so few who got to train with him directly. If they met his expectations he would allow them to be promoted to the 9th rank directly. This is how he managed the situation. It was good practice for him since the more he used the new Daos he had learned from the people in his world studying them the stronger they became. Which in turn eased the difficulty of reaching the Dao Seal Realm for those Daos.

His world was built by him. But the people who lived in it were the ones who had a direct and profound effect on its development.

He finished looking through the resources and came to the conclusion he didn't have enough. Not that he couldn't make at least 1 set of the materials but he didn't have enough for a generator of that rank. Which meant he had to do it. He really didn't want to yet because of how many resources it would cost. Between creating them and managing them all it would be difficult to manage them all properly. He needed more little world spirits.

"I have determined there isn't enough here to make a Highest rank. I know you were excited for this moment but we are only about a ninth of the way there."

"Is that also counting the supplements from the 8th rank generators?"

"Yes, it is. So instead of using these for that let's not waste our efforts. I'll make a great many more of these resource producers. All of the spirits are allowed to watch the birth of their new sisters."

"Yes master. I'll tell everyone right away"

Shortly Later Yang Rai began synthesizing a plethora of new resource generators. He didn't care to know exactly how many he would be making but he was going to have a lot. He spent 10 years synthesizing new resource producers. When he took a look at just how many he had it was quite a bit. His little world spirits would be working quite a bit.
