After the arrival of the crows, many clashes occurred between the CCG, Ghouls who aggressively entered to expel Kenzo's organization, and the crows repelling any threat.

A woman with a crow mask looked at the Ghoul and with a slightly excited voice replied, "I come to hunt amusing Ghouls who try to step on territory that doesn't belong to them. They must be properly educated and die under my hands to prevent the food from being wasted."
Rize, who had been sent to this place to hunt down any Ghoul that wouldn't submit, was more than delighted to go out and experience the feeling that people normally give her when she kills.
"Besides you demon pigs, how many more did they send?" Rize asked, slightly intrigued by the response.
"Go to hell, cursed witch!"
The Ghoul did not respond to Rize's question. He seemed very afraid of being killed and wanted to escape as soon as possible to warn the other districts about what was happening in this place and how brutal the crows were being against the Ghouls here.
"Then die!" Rize's attitude underwent a drastic change, and she moved quickly towards the Ghoul who was trying to escape again.

Originally, Rize wouldn't have been able to do anything to the Ghoul she was hunting because she first needed information from him. But now that it was useless, she had every right to kill him. Her Kagune moved quickly as she murmured, "The crows will dominate this small country, and all crows, humans, and animals will have to bow their heads with respect."

But the news was not only for Ghouls but also for humans who received a harsh blow when they found out how many Ghoul investigators had been killed and subsequently disappeared.
Recently, the Three-Eyed Crow organization emerged with great power and intimidated the entire world. They wanted to take control of all the districts, and it was something everyone could perceive from their recent large-scale movements, taking all territory under their command. Even when some powerful Ghouls went to negotiate, the only thing that came back in response was the negotiator's head with a note: the crows do not negotiate an alliance.
Everyone could feel the strong attitude of the crows, who seemed to be furious.
Although the Ghouls were angry, they couldn't do anything about it. After all, many who had tried to reclaim those districts were reduced to nothing more than corpses. Everyone soon realized they were not on the same level.
When Ghouls thought it was just an internal struggle, they were surprised to discover that numerous Ghoul investigators had been killed, wiping out everyone at once. Many police stations had been set ablaze, communication signals, and security cameras had been tampered with. Chaos would immediately ensue because of this.
In one night, two forces of different forms had been exterminated!
This news naturally shocked both humans and Ghouls.
Who would have thought that the CCG, which had dominated the streets of several districts just a day ago and had several Special Class Ghoul investigators, would be destroyed the next day?
Furthermore, the identity of the attacker was unknown, at least to humans.
But the Ghouls knew. The crows sent by the Crow Master had shown their teeth, swiftly eliminating any traces of enemies who opposed them. Everyone knew it was someone who had always kept to the sidelines, but for some reason, they had now bared their teeth.

"There are reports that districts 17 and 16 have been attacked by Ghouls who entered in the middle of the night with great aggression, possibly coming from district 19. We have sent the army and many reinforcements to handle and maintain control of the situation."
"Do they know the identity of the attackers?"
"They all wear crow masks. We saw these masks ten years ago, but mysteriously, they have been rarely seen in the districts of the area. Now it seems they have decided to attack us."
"Why now?"
