She informed him as she summoned an Agate talisman for the candidate that had the color of Agate red when touching the dragon and not the fiery orange red of it's rejection that an unknowing Congress took to indicate potential to attain dragonform and explained as it appeared, "But if I summon the talisman then the talisman will consider me to be it's Queen and their independent judgement when concerning me would be questionable at minimum."
