Leo's growth is entirely internal, in opposed to the majority of Cyberpunk 2077 characters who gain strength through implants. As part of the System, his body changes, and when he reaches specific milestones, he unlocks special Perks—a very common feature in Gamer-style settings. Also, Leo creates weapons, armor, and gadgets that are so sophisticated that even elite corpos struggle to match them, further enhancing his skills. I hope that clarifies things for anyone who was confused, didn't notice the "Gamer" tag, or simply doesn't understand how that genre operates. Also while it is a Gamer-eks system it really just gives some skills and perks. Nothing like the actual Gamer system. Does are to OP and often boring in my opinion.
