Post-War Arrangements

A few days passed since the rewards ceremony ended and currently, the entire Rougenfort Kingdom is busy dealing with the aftermath of the war against the Samara Kingdom.

Fortunately, Blanc could leave the reorganization of the military in Helena's hands and he could focus on the development of the newly occupied territory.

The first thing he had to fix was the kingdom's finances. This is because he needs money to hire more soldiers to defend all of their territories.

Currently, Blanc had three territories under his control: the gloomy plains, the former Dumont Dukedom, and the former Lockridge Kingdom.

Thus, he decided to divide the entire Rougenfort Kingdom into three regions.

The gloomy plains were named the Resonance Region, the former Dumont Dukedom was named the Cois Abhann Region and lastly, the former Lockridge Kingdom was named the Wujin Region.

The current number of soldiers he had, which was 28,500 men, wasn't enough to properly defend the three regions so he immediately ordered Adelaine to start the commercial development of the Wujin Region.

He also sent a letter to the Terravalle Kingdom stating that they wouldn't be able to immediately assist them in taking down the Kairuku Kingdom because their military strength and finances were still in shambles.

However, Blanc promised that in around eight months, the Rougenfort Kingdom would be able to help them take down the Kairuku Kingdom.

According to his estimates, the ever-capable Chairwoman Adelaine could set the finances straight in just four months so until then, he couldn't start recruiting new soldiers.

Still, they couldn't give the Kairuku Kingdom too much time or they might find a way out of this tricky situation.

Hence, Blanc planned to only train a new batch of recruits for four months before officially enlisting them in the military.

Naturally, he would ask Helena to make their training harder to ensure that they would still be ready even though they would be officially enlisted two months earlier than usual.

Once the new batch of recruits is ready, then they would be able to help the Terravalle Kingdom conquer the Kairuku Kingdom.

The Kairuku Kingdom was the last kingdom blocking their alliance's way and after they successfully conquered the Kairuku Kingdom, then all of the resources in their region would belong to their alliance and they would be able to grow into tier 3 kingdoms.

Blanc and King Terravalle IX knew that they had to at least be tier 3 kingdoms if they wanted to protect themselves from the filthy paws of tier 1 and tier 2 kingdoms in the central region of Praetoria Continent.

Fortunately, as of now, the tier 1 and tier 2 kingdoms were busy taking each other out and it would take at least a few more years before they could reach their kingdom.

This is the reason why Blanc and King Terravalle IX were rushing to conquer their region and develop military strength which would help them defend against the attacks of these powerhouses.

Hopefully, they would be able to take down the Kairuku Kingdom eight months later. For now, Blanc's focus is to efficiently deal with the war's aftermath.

Aside from the finances and military strength, Blanc planned to develop an underground spy network for the Rougenfort Kingdom because he believed that in war, information is king.

Currently, although he had some men stationed in various cities in other kingdoms, the information network wasn't efficient, and sometimes, to avoid being caught, his men in other kingdoms couldn't even send any information.

Thus, he decided to establish a specialized unit called Order of the Black Cloud. 

Fortunately, although they had no specialized instructors to train the spy recruits, the all-knowing bookworm, King Rougenfort, could guide them by writing a comprehensive guide.

However, the recruits would have to do the actual applications of the techniques themselves to see what works and what doesn't.

Although some of the spies might lose their lives due to this, a spy network is essential so the Rougenfort Kingdom had to develop their own as early as now even at the expense of a few lives.

Naturally, they plan to at least train the spies for a few months before officially sending them off to missions and the most talented one among all of them would be the head of the specialized unit.

Once this spy network has been established, the other kingdoms would have a hard time hiding their intentions from him.

Unbeknownst to Blanc, he was thinking years ahead compared to the other kings. He thought that establishing an efficient spy network was the norm but he was wrong.

Only the tier 1 and tier 2 kingdoms had efficient spy networks and the lower-tiered kingdoms like the Terravalle Kingdom didn't have such an efficient spy network.

Although they had eyes and ears here and there, their information relay network wasn't efficient and they didn't have a specialized unit like Blanc planned to have.

Blanc thought that establishing the Order of the Black Cloud would only be enough to put him on the starting line along with other kingdoms but little did he know that this special unit would be one of his greatest assets in his future endeavors.

He also ordered a huge amount of body-strengthening pills from Albert in preparation for the mass soldier recruitment four months from now. 

This was because he needed to make up for two months' worth of the recruits' training by giving them more pills than usual.

Hopefully, they would be ready to fight the Kairuku Army after four months of intense training.

Lastly, he ordered a huge amount of armor and weapons from Doran which would be paid in full after five months.

Although Adelaine would probably smash her desk again after learning about this massive equipment order, Blanc had no choice but to go through with the order.

He planned to give Adelaine a whole week of rest once their alliance successfully took control of the entire region but until then, poor Adelaine had to continuously toil to prevent the kingdom from being bankrupt.
