"What do they want? I can't guess what they're thinking at all." The referee spoke to the military officials beside him. He wasn't the only one waiting outside the blockade line. There were also several military officials waiting.
"I can't see through them either. Maybe they're a little flustered? Is that why they're running around?" a military official replied with uncertainty.
