An old Kage

Sarutobi Hiruzen was considered as the god of shinobi of his generation and the generations after him.

There is a quality that the second Hokage Tobirama Senju had seen in him. The quality of a true Kage. That's why he made him the third Hokage of the hidden leaf village immediately when Hiruzen came forward to sacrifice himself during his last mission against Kinkaku and Ginkaku.

While Danzo always thought that he would have been the Hokage, if not for his hesitation, it wasn't actually true. Danzo was more ruthless than Hiruzen. But that doesn't mean he was a good kage material.

Compared to Danzo, Hiruzen was more flexible. He knew how to manipulate others, how to lead others and how to inspire others. Apart from his strength, he has the qualities of a will flexible leader. These are the qualities that even the first Hokage and to some extent, Tobirama himself lacked.

That was the reason why they died early while Hiruzen ruled the hidden leaf village for a long time. Of course he has made many mistakes during his rule. But he has masterfully covered them up. To the citizens and shinobi of the hidden leaf village, he was a benevolent leader who would sacrifice his life for them without a moments hesitation. And using this tactic, Hiruzen got many loyal shinobi who would sacrifice their own life in reality for his sake.

The second Hokage Tobirama, has written a phrase of will of fire. When after the creation of the village, during his rule, many civilians started to show interest in becoming shinobi, Tobirama faced a problem. Ninja kills. Killing is one of their part of the job. But unlike the clan shinobis, where they were prepared by their parents for killing from the childhood, civilian shinobi were hesitant to kill. That's why he came up with will of fire. A simple poem that will help the children of civilians deal with the after effect of taking the life of an enemy without facing mental backlash.

But Hiruzen, with his masterful manipulative mind, has completely changed the core meaning of the will of fire. He has used it to brainwash many children who would not hesitate to sacrifice their life for the sake of the village. While the first Hokage always tried to make the village, one big family, Hiruzen has accomplished it in his own twisted way. And people who know it, respects him for that. It was because of him that the second great ninja war ended with leaf being the victor and the most powerful shinobi village. If not for Danzo, the third great shinobi war wouldn't have happened during his rule either. Danzo might scream "for the sake of hidden leaf village", but in reality, Hiruzen was the one who did everything for the village.

After the third great ninja war, he retired and became the advisor of Minato. He made sure from the background that the village will be safe and prosperous.

But his retirement life didn't last long. When on the night of October tenth, nine tails appeared, Hiruzen has a very simple plan. Hold the beast back till Minato comes. After that he will hold the barrier and seal the nine tails back in Kushina. He was ready to die. Infact it would be better if he dies. He will die like a hero.

Minato is someone who, he knew will keep the village safe.

But there were many flaws in his plan. And not to mention, Minato has completely different plan of his own.

When Kushina named her dieing daughter Naruko and asked him to promise to take care of her. Hiruzen did promise. He knew that it would be impossible from the very beginning. But at that moment he thought that lying would be better. So he did.

Atleast Kushina would be able to pass away without worrying about her daughter.

After he took back the position of the kage, Hiruzen planned carefully about Naruko. The moment Minato made his daughter the next Jinjuriki, he has already sealed her fate. In this case, village mattered the most. So like always, Hiruzen focused on the situation of the village.

They will have to rebuild the village. During the attack, many shinobi have died. But the civilian casualty was greater. And considering, half of the village got destroyed in the attack, the numbers of shinobi died can be considered as a better result.

The village has been severely weakened.

So he decided to strengthen it before passing his hat to any of the shinobi in the new generation.

His first and the most important long term plan concerned Naruko, currently the weapon of mass destruction of the hidden leaf.

Danzo was already trying to get his hands on her. But Hiruzen has made sure that he won't be able to do anything. At least directly.

Danzo might think himself as a master manipulater, but in reality it was Hiruzen who took the spot.

Since Danzo can't get his hands directly on Naruko, he will try other under handed tactics. And Hiruzen wanted him to go in one particular path.

He has promised Kushina to take care of Naruko. So he was not going to Expose her identity as the Jinjuriki to the civilians which will make her life very difficult.

But if Danzo does this, then, he will have no hands in it. And he new that his old friend will do it after he closes all his ways to the Jinjuriki.

And after Danzo did his dirty deed, Naruko's life will be very difficult. And when she will be suffering, Hiruzen will come to the rescue like a great saviour.

This kind of plan works really great on childern. And considering her intelligence, Hiruzen will have to manipulate her subtly. And if she showed enough talent, then Hiruzen wouldn't mind taking her in breaking his own rule of no association with Jinjuriki. And then he will get a very powerful weapon for the village. And if, Naruko inherited the talent of her father, then he might get a future Kage and retire again.

This plan is simple but very effective. And it would have succeeded.

But there is a major deviation.

First thing, Hiruzen underestimated human nature. He, as a shinobi has perfect control over his emotions.

But the same cannot be said for every other shinobi under him. And wrath, one of the seven sins can be very deadly in humans. He underestimated the people of the hidden leaf village. He underestimated the level they can fall to.

Second thing, he underestimated, how busy he will be, dealing with the problems inside and outside the village.

And third, the most important thing, he didn't know that under the skin of his target Naruko, lies a beast who knows only one concept. Survival of the strongest. And she was ready to do anything to survive.
