Arano Haishōri is now the Tsuchikage, how will he lead Iwagakure?(Hidden Stone Village). Finally Arano attained the position of Tsuchikage , but it is not the end of his struggle as new problems appear , will he get corrupt from all this power ? Will he sacrifice himself for the village or will he sacrifice the village for him? Efforts to restructure Iwagakure *

Currently the Tsuchikage is sitting in his office , reflecting about the new reforms he want to implement. Knowing that changement is necessary to keep his village prosperous.

Suddenly he knocked twice on his desk , at the same moment an Anbu appeared next to him, Arano looked at him and took out a scroll from his desk.

"Deliver this scroll to the Commander of each squad of the AB" said Arano after giving the scroll to the masked Anbu.

"it will be done Lord Tsuchikage" The Anbu seized the scroll and disappeared.

After this Arano called the Ninja Academy's principal to his office to discuss about the improvements that are needed. Arano invoked the importance of ensuring the village's stability and security, which can only be achieved through a well-trained and skilled ninja force.

The principal agreed and proposed several changes, including increasing the number of training sessions and incorporating new techniques into the program. Arano also suggested implementing a mentorship program where experienced ninjas could guide younger ones.

Not only would this increase their talents, but it would also build a feeling of belonging toward the Village. Additionally, he recommended upgrading the facilities and equipment to provide a more conducive learning environment.

The principal was grateful for Arano's support and promised to implement these changes as soon as possible.

With these improvements, the village can rest assured that their younger ninja are well-equip 

and are ready to handle any threats that may arise, ensuring peace and stability for years to come.

The principal was pleased with the positive changes at the Academy, but clans were less inclined to provide additional scrolls and funding to the Academy.

Providing more scrolls to children so they can become strong , breaks clans monopoly on powerful ninja.

Children from Clans have scrolls given to them by their clan because of this they have better potentials than a civilian kids who have no ninjutsu scrolls provided by his parents.

That is why children from clans have a better chance of success than children from civilian families.

As a result of providing more ninjutsu scrolls to the Academy, civilian children can also achieve success .

Fortunately for the Tsuchikage he doesn't need the clans consent and if any objects Arano can simply explain that it is crucial for the village future and if they persist, rumors will spread that X clan is collaborating with another village to destabilize Iwagakure.

This is the approach that Arano had chosen , to impose all reforms: first make the reform appear nice, then start implementing and finally if someone is unhappy with it rumors will circulate that X/Y is a spy and a traitor.

Another problem is Iwa economy . The Iwagakure economy has suffered greatly as a result of the Second Great Ninja War ,the Tsuchikage aim is to use the rocky terrain which contains numerous rare metals to strengthen their economy by selling this minerals at a lesser price than other Elemental nations, making them a major metal exporter.

Metal is essential to all Ninja countries since it is used to make the majority of their weaponry, including kunai, shuriken, katanas, and other.

Of course, not all of the metal will be sold; a large percentage will be utilized to manufacture weapons for the ninja of Iwagakure, and the remainder will be sold at a discounted price to Hidden Village that has good ties with Iwa or maybe to the daimyo if he need it.

Still it didn't fix the issue that the Land of Earth had mostly rocky terrains and very little land for farming, making it difficult to feed everyone in times of war.

To address this issue, Arano had previously used village funds to hire ninja with earth affinity to develop additional green space in Iwagakure, a first move that the residents of the village like.

However the major objective was to construct an underground facility with vast fields that would provide food for the population during a potential conflict. Because it is underground there is almost no risk of enemy ninja sabotaging it. If needed it could probably feed the whole village for a week.

Unfortunately such constructions take a long time to make so Arano had to buy food at a higher price from smaller Ninja Village for the time being.

But why buy food from Smaller Ninja Village at a higher price? First the smaller village still has shortages of food even after the end of the war so by buying food from them at a higher price i'm extending the famine which will undoubtedly weaken their village at some point.

I've been the Tsuchikage for a week now, during this time i have already begun implementing new reforms with the support of Onoki and my clan leader.

But time is passing and the meeting with the Hokage in Konoha draw closer; I'm not sure if I should go, but I can't take the risk to let the others Kage meet without me even though there is no guarantees that all kage will be present.

My strategy for the meeting is straightforward: first, I'll delegate all my responsibility to the Onoki, second, I'll bring two or three AB squads to guard me during my travel.

We have successfully obtained the post of Tsuchikage as a result of several factors and we are now beginning to implement new reforms that will make Iwagakure great .

In one or two weeks, the Tsuchikage will leave for Konoha to meet the other Kages , even though this meeting will serve no purpose because peace is not achievable in this world.

Only the third Hokage, Hiruzen believes he can bring a long-term peace in the ninja world.

The end of the Second Great Ninja War just implies that a new one will begin in a few years.

But this meeting might very well fit our interests; it all depends on what is said and what is done following this meeting. Personally, I don't think this meeting will alter anything for us, but I could be wrong.

During the time that the Tsuchikage is absent, I will keep order in the village, ensuring that all clans remain in their proper place.

For this result, during the time that the Tsuchikage is absent , i will have the authority to command the Anbu which will undoubtedly help me. 

-ONOKI POV END

Sakaze's heart was pounding with excitement as he walked towards the ninja academy. He had been waiting for this day for what felt like forever. The sun was shining brightly, casting a warm glow on the bustling streets of his village. He was finally going to become a ninja.

As he approached the academy gates, Sakaze took a deep breath and straightened his back. He wanted to make a good impression on his teachers and classmates. The academy was a large building with several floors, each dedicated to a different aspect of ninja training. Sakaze could hear the sounds of other students practicing their techniques inside.

He went to the hall where all the new students were waiting there were five of them in total and as they waited a professor arrived to welcome them.

The professor informed them that because they joined the Academy in the midst of the year their aptitude will be examined at a later date and for the time being all of them would be assigned to class C-1.

-Meanwhile in Konoha

The third Hokage is in his office surrounded by important individuals from the village who had been invited by him.

In the chamber present were Orochimaru , Tsunade and Jiraiya( the three Konoha's Legendary Sannin), as well as the Konoha Council, which consisted of Koharu Utatane, Danzo Shimura and Homura Mitokado.

The Hokage began the conversation by announcing that a conference amongst the Kage of each elemental nation will be held in Konoha in three weeks.

"That's is why I want all of you to take care of Konoha's safety during this time" said Hiruzen while looking at everyone present inside the room. Oh and Danzo Anbu won't be needed.

Danzo was visibly upset by the Hokage's lack of trust so he simply turned his head aside without saying anything.

"Jiraiya Tsunade Orochimaru , I've heard that the new Tsuchikage is someone you fought against during the war could you please describe what type of character he has it may help me during the meeting"

This person that we fought during the war is someone very powerful, a second of distraction and you are dead , during the war he mostly used the Dust Release and a ninjutsu special to him called Earth Control which allow him to control earth element to a scary degree (actually all things that have a solid form) each of his fingers allowing him to manipulate the earth changing it to his liking. We can't really tell much about his personality because we didn't talk enough during our battles with him.Except for the few times we've battled with him, we don't know much more about him.
