The teller had been killed.
The absence of any consequence to this confirmed that indeed, being violent to non-Fint Users was permissible. It, to Ess, was likely a way to balance out the many stipulations placed on the no-violence Restriction, allowing it to hold so many other little convenient bits.

'They know about the breaker, huh?' Ess thought. That must have been why the teller was targeted. 'They should know Twist also knows its location, but they probably can't kill him because of the Restriction. Attacking Fint Users is not allowed. Hmmm. Perhaps the teller had more she could have told us.'
