He wanted to make her life hard by sending her to do hard missions and it backfired on him, as the people admired her even more seeing her working so hard by taking on challenging missions. And her fame and prestige even overshadowed him as the Kazekage of the village.

There were even rumours of a new Kazekage being selected and Pakura being the person to take over the mantle of the Fifth Kazekage. Why didn't he know anything about it? And public opinion was going positively in Pakura's favour and there has been a tide of public opinion demanding a new Kazekage. 

Rasa felt angrier when he thought about it, his position as the Kazekage wasn't being respected at all! 

And he could roughly feel a sense of trepidation when he gazed at Pakura, it was his senses as Shinobi warning him. Pakura was getting stronger and maybe in a year or two, she would surpass him in strength.

With strength and prestige and reputation, public support all in her hands, he can't keep the Kazekage hat if the council demands it to be passed on to Pakura. 

He can't let this happen, Only he was qualified to lead Suna to glory. Pakura can't do it nor anybody else. Only he Rasa can do it. 

It seems he needs to get rid of this thorn in the path of Sunagakure's glory and peace.
