Though the door allowing the people of Silver City to leave the Forsaken Land of the Gods had opened, relocating an entire city wasn't something that could be done quickly. Even with Colin being well-prepared, it was still a difficult task.
The only silver lining was that, thanks to Roselle giving Augustus a few large sacks of money on New Year's Day, Klein was able to easily negotiate a compromise with the Loen military, allowing the Resistance army to secure a temporary victory and co-govern the Rhosid Archipelago. This freed up some resources, allowing them to send ships to pick up the people of Silver City and Moon City.
By the way, the captain leading the rescue mission was still Danitz. After Klein left the Five Seas, holding the title of "Messenger of the Fool," Danitz had been sent to liaise with the Resistance army.
