Normally, once the armament was forged, it was extremely troublesome for the forger to upgrade it to another level. They could, but doing so was very difficult and wasteful that no one would choose to do it.

The forgers needed to research which materials to be used for the upgrade. And the level of those materials would be the same as when they forged the next-level armament.

Just look at the required materials for upgrading Blood Dagger. Two dark-element Wing Cores could normally buy two dark-element fine bronze weapons, not to mention the rest of the requirement.

Why would anyone want one weapon instead of two?

Furthermore, even after successfully researching the upgrading recipe, the chance of upgrading process was not high, probably fifty percent success rate at most.

Even if one wished to hire a forger capable enough for the task, the upgrading fee would be as sky-high as purchasing several armaments of the higher grade.
