Tom Marks, the newly promoted Detective had to relocate due to his promotion. He is not only an upstanding member of the Police department, but he is also the youngest Police officer to make Detective. Upon his arrival, he notices that the law that he swears to uphold isn't always as black and white in L.A. He finds that there are two types of law, one for the criminals, and one for the rich and famous. Detective Tom Marks soon has to start bending to their rules to accommodate the criminals that he swears to put behind bars to keep his job. After an encounter with the local district attorney, Madison McKenna, he does not feel so alone anymore in his quest to uphold the law and put criminals behind bars, keeping them there for as long as they possibly can. Together they seem to be able to face anything. But Detective Marks is soon faced with a new type of evil, something he has never dealt with before, his very own demons that lead him down a path of no return. Last time on Licensed To Kill...

Woodi came to give me some good news. He told me that they have someone in custody that will testify who the person was that met with Eddie Chavez. So, I came up with a plan that I can take out the witness so that he can not testify before a Judge. Madison and her mother, Charlotte, spoke about Madison's feelings and how it relates to me. Charlotte gave Madison some sound advice, that she needs to take a risk to find love.

I am sitting on my bed in my room thinking about how to solve this situation with the witness. Now that I know what to do, I just have to put all the pieces together and that seems to be the problem. I walk out of my room and I see Madison standing in the kitchen. I walk to her and ask;
