Uchiha Yami's Vision for a New Ninja Order

In the Yamigakure Village.

Despite the numerous disturbances in the outside world, Uchiha Yami remained undeterred. Unfazed, he persisted in his unconventional and extreme actions, and to his satisfaction, these audacious moves yielded tangible gains, bolstering his confidence in the trajectory of his future endeavors.

The last reward, which was space passage (To the moon) literally means that it can open a passage to and from, the moon, which means that he can go and capture the Otsutsuki clan in the Moon.

However, there should not be many Otsutsuki clan up there now, and if he remembers correctly there will be a giant Tenseigan of Hamura Ōtsutsuki present on the Moon. He may be adding another good eyes to his collection. Currently Yami has Byakugan, Sharingan, and Mangekyo Sharingan in his collection. It's okay to add another powerful eyes to his personal collection.

If he wanna go to Mount Myōboku, he could ask Namikaze Minato. If he doesn't comply then just threaten him with Naruto. 

Regarding various holy places, Uchiha Yami does not have much malice or goodwill. He just don't know which place has better Sage Mode. Now he has an otsutsuki body, So it won't be much harder for him to learn Sage mode.

But right now with his current strength, crushing the ordinary great ninja village is definitely not a problem.

Yami, having recently unlocked his newfound powers, is yet to engage in combat and assess the full extent of his enhanced abilities, leaving his combat effectiveness undetermined.

Yami was still not sure about lots of things, like , Should he learn the Sage mode now? will he be able to beat Pain?, etc..... 

 While Uchiha Yami was thinking, There was a knock on the door from outside. 

"Come in.", Uchiha Yami raised his head and spoke.

Then he saw the pineapple head of Nara Shikaku. 

"What's the matter?", Yami asked.

After the Nara Shikaku surrendered, he had sacrificed many things to win Yami's trust back. .

So the cooperation between Uchiha Yami and Shikaku had been successful, but the regular disruptions from Nara Shikaku were little tiresome.

"Hokage-sama, what's going on?,Why do I receive so many strange messages after I woke up this morning?, Have we declared war on the entire ninja world?"

"Well, that's right." Uchiha Yami nodded directly. Interrupted Nara Shikaku's various hopes and directly shattered his various ideas.

"To put it simply, the four major ninja villages plus people from the Fire Nation wanted to attack me yesterday evening. But they were discovered by me and I killed them. By the way, I captured the Kazekage, Mizukage, One-Tailed and Three-Tailed. Some people ran away, including the Raikage and the people from Iwagakure Village. After that I went to the capital of Fire nation and directly killed all the people in the Daming Mansion, and then announced those things."

Uchiha Yami provided a brief overview of the tumultuous events, leaving Nara Shikaku both confused and concerned.

"Last night I had killed hundreds of Ninjas from other Great ninja village, killed Mizukage while extracting Three tails, almost disabled the Kazekage and captured him as a prisoner, Onoki's son was also nearly killed, and killed many of the important subordinates of the Raikage. So they will surely seek revenge and come after me. But most importantly, I had killed the Daimyo. Despite the Daimyo being nothing more than a feeble figure, the title he holds wields immense power. So, a war is inevitable; all I did was hasten its announcement," Yami explained, maintaining his calm demeanor.

"I see... So, what plans does Hokage-sama have for the ensuing events?"

Observing Yami's composed expression, Shikaku processed the information. Despite Yami's penchant for extreme actions and stirring trouble, there was a reliability in his methods. Shikaku, a discerning individual, grasped the gravity of the situation immediately. While he could have deduced it himself, the shocking news had temporarily clouded his thoughts.

And now that he have surrendered to Yami, there is nothing to say. He can only obey and help.

"There should be some people joining later."

"You arrange people to determine their abilities appropriately, whether they are ninjas or ordinary people,"

"Economy, research experiments, farming, industrial development, mining, no matter who they are, don't underestimate them."

Uchiha Yami hesitated and spoke. Now he need talented people. After all he alone can never manage the entire nation.

Although a nation is not officially established yet, But it is definitely a good thing to prepare in advance.

He originally planned to let Fugaku and Uchiha Yashiro arrange these things. But since Nara Shikaku himself came to the door, just give him some work too.

Gather useful people from the entire country of Fire, This will allow the Yamigakure village to prosper much faster. Then Yami will make Yamigakure Village the new Central Capital.
