Horizon Academy

It follows the story of a high school whose students (the protagonists of the story) and staff cross paths with a 'terrorist'/ villainous group known as The Order of Blight.

Prologue

"What the hell is that?" A middle aged man asked, as he pointed to the sky. The people around him looked up and began to panic as they saw death in the form of a large flaming boulder, fall from the sky. A meteor.

They scrambled and began to run in different directions, screaming as they did so.

The meteor was fairly large, roughly half the size of a football field. It fell fast towards the outskirts of Minagawa village, a small, secluded village in the country Shina, whose occupants attempted to evacuate at the sight of the rock.

Upon impact, the meteor created a huge shockwave and shattered into dust, spanning about 2km, destroying trees and nearby structures. For those who had just fled from Minagawa and other nearby villages,the shockwave wounded and killed some of them while the others in front were engulfed in the dust that followed.

After the dust from the explosion had settled, the occupants of Minagawa, and the neighbouring villages returned home to bury those who had lost their lives, rebuild their villages and try to resume their lives.

At Minagawa, there was a collosal crater left at the site where the meteor had landed. To the villagers there, it served as a constant reminder of the disaster that happened there that day.

A year later, after a modicum of normality had been restored, the villagers started noticing strange things around them. A mother walking in on her baby levitating, a father seeing his baby crawl on the walls of the house.

Similar news like these spread across the villages and a lot of people were scared of their own children at first, until it was determined that the cause of these sudden outbursts of powers from kids was linked to the meteor and the dust.

The world changed after that.

Many years later, Minagawa didn't exist anymore but the crate still remained. Places that were filled with trees before were now replaced with buildings.

It was now seen as the norm for people to have powers. However some people used them recklessly, causing damage to cities and not being held accountable for it, mainly because most of them could not be identified. A small minority of the individuals with powers turned to a life of crime, terrorising the weak and the powerless and posing too much of a threat to the police force of their respective cities. Soon, most cities had some sort of crime lord and crime rates soared.

In a particular city, Kuroto. An individual, with a strong sense of justice donned a mask and brought it upon himself to stop the crime in his city and bring down the crime Lord. He succeeded, and was hailed a hero by everyone around him and inspired people in other cities to do the same thing.

This brought about the "Golden Age" of heroes. A period were cities were much safer and crime rates were at an all time low because of the presence of "super heroes" keeping watch over their cities. However, some of the non-powered humans, or "regulars" as they were often called began to get angry. Some were jealous they weren't "blessed" with powers, while others weren't happy at the fact that these so called heroes were being praised and hailed like they were gods.

They complained to the government, saying that these heroes cause damage to the city on multiple occasions but because their identities aren't known, everyone just accepts it and that they weren't above the law and shouldn't be allowed to do as they please. A particular incident that required the help of more than 6 heroes led to 1/4 of Kuroto being destroyed and several police officers being injured fueled this anger even more.

After some deliberation, the government officials created a law stating that all heroes had to register their identities to the police, otherwise they would be treated as criminals.

They were reluctant at first but realised that they couldn't keep their cities safe. So they eventually did so, one after the other.

As it turned out, that was a disastrous error because the identities of the heroes got leaked to the public and most of them were killed shortly after that.

This event led to the end of the era of heroes because no one trusted that their identities were going to be kept secret. Criminals and villains celebrated this in the background and began to move again.

This time however, the police force was able to cope with the resulting surge of crime because they bolstered the department with officers who had powers themselves.

There were also minor issues that were going on in the background which contributed to the anger of the regulars. For example, in schools, parents were voicing their anger as their kids were coming home with injuries they got from fighting another kid with powers. Years later, the resulting decision was to create institutions such as the Horizon Academy with the hopes of teaching powered kids the right ways of using their powers in modern society.

Now, about 45% of the population of the country has some sort of power and even less around the world. Majority of them are in one way or another integrated into society and tensions between the regulars and powered have reduced, crime rates aren't too high but evil still lurks in the shadows of Shina.
