Coming out, Crying out

She swam to one of the tires, yanked at the hubcap and swatted at some seaweed with her paddle.  With all her strength left, she tore it off and took the nozzle on the tire to her mouth and sucked at the air.

  Above her, on dry land, Maurice was being handed Josephine's purse which had her mother's and sister's ID. Inside the water, Josephine continued to take breath of air from the tires as she swam her way to the dock.  From that end, she looked up from the water to see if the cops were still waiting for a body but didn't make out any image. 

Maurice was causing a tantrum and most officers had turned their attention to him despite the fact that he was just berating them and not being helpful.
