Bruh, read the synopsis. I literally say there that he won't join her peerage lol. He's getting involved with Rias because it can't possibly hurt to be involved with the Heiress to one of the major houses in the Underworld who's also technically in charge of the town you live in. Who just so happens to be the little sister to one of the strongest Devils around. And has a ridiculous amounts of resources that the MC can no doubt gain access to if he partners up with her. There are only benefits to be gained. He'll get a few fun fights out of it as well, so it's just constant dubs for the guy lol.
The road to go isn't suppressing your instincts but to instead gain experience to know whether or not your opponent is tricking your instincts. The goal is to trust your instincts, but only when you know they're right. Which is what the MC is going to aim for. He won't be suppressing his instincts, however, because that'd mean completely disregarding them to an extent. I get where you're coming from but suppressing his instincts isn't the way to go. Coming to terms with them and not being controlled by them while at the same time being in tune with them is what I personally think is the right way to go.
No, his wishes would affect his appearance and countenance as Issei. Case and point being that picking the Hero Bloodline and Hanma Bloodline turned him from an average-looking skinny dude into a tall, handsome and muscular Chad. So, by picking Flugel he'd get genderbent because you can't be a Flugel and a male at the same time. Also, Heroes are OP. They can grow to be as strong as Gods in terms of PHYSICAL PROWESS alone. They're not just strong because of their weapons - that's the case for the mob-level Heroes, sure, but Heroes like Jin Toujou? They'd be strong regardless of whether they have a weapon or not. Put together with his Hanma Bloodline and he's as talented as a pure human can be in terms of physical growth, fighting and magic.

No. An axe kick is when you bring your foot and leg all the way up, almost vertically, and then slam it downward, aiming to hit the person with your heel.
I'd probably have his eyes turned into dragon eyes - maybe his teeth as well. Turning his skin into scale-skin hybrid material would prove beneficial as well. But his musculature and bone structure are pretty OP as they are now and I don't know if making his muscles draconic would improve them all that much, if at all. Still, he'd have to get over his innate-level of pride to consider switching out body parts with Ddraig's help. He is a Hanma, after all, and they're known for bouts of pride and whatnot.
Making his own faction is too much work. It's unreasonable to think that, within a few months or years, Issei could make an organization that can rival the Three Factions that have been around for eons. Not to mention the pantheons of Gods roaming around. What's the point in conquering the normal world either? Too much hassle and, again, supernatural beings would no doubt get involved to stop him. MC just wants to become strong and experience things. Just as a Hanma should. He doesn't cloud his mind with unnecessary and overly complicated goals. He just does stuff. Of course he's still gonna prepare things for future events, just doesn't mean he has an end goal in sight just yet.
I mean, yeah. But it'd only last for five minutes or be severely limited by limitations.
