He can use them, it's just not optimal to spread himself thin in the early game.
It's not that I'm incapable of wielding ranged weapons, but there will be a peculiar mental resistance I have to deal with and virtually no Perk benefits to rely on, at least until I feel I have enough AP to spare which realistically will only occur on the rarest of ocassions.
