Debatable. Lith does threaten to hurt innocent people when they don't stand up for his sister. Also, there was that time in the village where he threatened to kill everyone because they witnessed something but didn't help. This is like saying a bystander was at fault for ignoring something that wasn't their business. It was an innocent bystander that Lith threatened because they didn't want to get involve and help his family. He doesn't necessarily hunt down the innocent but neither does Balkor. Just like Lith, he kills anyone that is in his way. The only reason he's a bit more chill then Balkor, is that Lith has Solus who calms him down. Other than that they are both pretty similar.
