It is interesting that Issei didnt offer her a place in the dragon community, and would rather let her become a devil. I would have thought that he would have more draconic pride, and tried to instill some in her.

well personally, I think its due to the fact that the God that reincarnated him told him to either keep the power to himself or to try and make the humans regain power to protect themselves. If he was part of her peerage it also seems to create a poeer imbalance between him and the rest of the devil world, since him being in a peerage makes him a lesser devil and will take away from the prestige of being a Knight of Athena. Him being a knight also means that his duty is to protect Athena, and him being part of a peerage means he has to follow his masters orders which can impact his duty to protect Athena.
