Lighting magic

How would lightning magic even work. Lightning in real life happens when there is a strong positive charge in the sky and a low one on the ground. (I have learned the opposite stong charge in the ground low in the groundcan happen) This makes me assume that lightning magic is just a high positive charge. But how do they aim the lightning.
