After waiting the same amount of time you had to wait to read this chapter, the devils still haven't arrived. So, with not much to do, Mateus patiently waits and thinks about what he will do.
"Why am I even doing this?" Starting to question himself, Mateus begins to lose his way, but a somewhat familiar voice catches his attention and brings him back to reality.
[The host has been acting spectacularly recently, so the host has gained a new ability: Max Skill Growth.]

The skill explained itself after the second system announcement, which caused all of his skills to reach maximum mastery. (This ability is from the novel 'I was Summoned to Another World, but Also Called Useless and Kicked Out. ~This World was Easy Mode for Me~.' I'll be using some other skills from this novel, so if you want to read it, maybe you'll like it, even though it's quite cliché – just read it if you have nothing else to do, maybe you'll like it.)
"So, this skill maximizes any ability I learn? Quite useful, to tell the truth." Mateus now feels that whatever it does in the future, it will certainly be much easier.
While Mateus was contemplating how much stronger he has become, those he was expecting finally arrived. Since he has trouble remembering everyone in Sona and Rias' peerage, he'll focus only on the ones he remembers and, of course, those who pique his interest.
Looking at Ophis by his side, Mateus holds her hand and waits for his guests to come closer and initiate contact with him. Ophis doesn't say anything but simply makes a cute sound, indicating that she is comfortable (I don't know how).
Rias Gremory, the impeccably beautiful crimson princess, arrives with her peerage. Alongside her is another young and beautiful girl, Sona Sitri, and her peerage. (To make it easier to place in the DxD timeline, I'm starting from Volume 3 of the novel, which I believe is the second season of DxD.)
Perhaps the alert signal that Mateus gave is quite significant, only perhaps. That's why all the demons in charge of this city have come to see what it's about.
Taking the lead, Rias Gremory asks Mateus directly, "Who are you? Can I know why you came to this city?" As if wanting to interrogate Mateus, Rias questions, seemingly not leaving much room for Mateus to escape.
Mateus, who is too lazy to bother with things that give him trouble, decides to be straightforward and says, "You must be Rias Gremory, right? Well, you'll do. I wanted to ask the demons a question, preferably the leaders, but you'll do, especially since you're his sister."
With these perhaps somewhat thoughtless words, Mateus says what he wants. However, the Devils present somehow interpreted these words as hostile, probably because Mateus mentioned wanting to talk directly to the leaders.
But there's no need to worry because these demons in front are not so irrational as to attack Mateus directly, right?
Well, it seems that one of them is the exception. In other words, the protagonist of the DxD story, Issei Hyoudou, is the exception. Charging straight to attack Mateus, Issei yells as he activates his ability.
"How dare you speak to the President like that?! Boost!" Mateus doesn't quite understand what he did wrong to be attacked, but he wouldn't mind being attacked for free; if someone raises a hand against him, he'll retaliate.
Seizing the moment, Mateus prepares to test one of his abilities that has reached maximum mastery. Using bodily reinforcement, Mateus feels like he can lift anything that exists—perhaps he's exaggerating, but then again, maybe not.
With his body filled with strength, everyone might think Mateus is gearing up for a good fight, but that's not the case. Issei, who advances rapidly toward him, gets close to his personal space. With incredible speed, Mateus simply raises his hand, and in a straightforward move, he decides the match, if it can be called that. Delivering a powerful slap, enough to kill someone, Mateus sends Issei flying.
Patting his hands together, Mateus admires his well-done work and acknowledges that bodily reinforcement is very potent at its maximum mastery.
Rias and her friends are furious with the actions of this man in front of them, but they don't have time to react, as Mateus quickly adds afterward, "Well, I didn't want fights when I came to you; I just wanted a simple conversation. But it seems like you want the opposite. What do you think, Ophis? Should I finish them off?" Starting to blackmail the devils with his words, Mateus considers the best possible course, which would be to bring Ophis's name into the spotlight and scare those in front of him a bit.
"O-Ophis?!" Some of them react in an exaggerated way, but it's expected when someone with such strength stands before them. Seeing that the moment is now better than ever, Mateus gradually begins to achieve what he really wants.
"Can we talk now? I just want you to clarify some things for me." With these words, Mateus gives the devils a chance. Sona and Rias exchange glances and agree to the request.
"We can, indeed. Shall we go to a more suitable place?"
"Certainly." With these words, everyone heads inside the school. But it seems they are forgetting about a certain pervert, not that Mateus cares much.
For Mateus, this was the best thing to do, as he heard once again the voice he has come to love.

'Is it the skill I'm thinking of?!' Very excited, Mateus begins to wonder if it's the super-appealing skill he thinks it is. But there's only one way to confirm this—by asking the system.
'System, give me the description of the ability!' Unable to contain his excitement even in his thoughts, Mateus calls for the system, which promptly provides him with the description of the ability.
[Here you go, host. The skill All Creation allows the host to freely create any skill they want, as long as they have magical power. They can create any ability.] (This skill is also from the novel I mentioned at the beginning of this chapter.)
Mateus was right; the skill he gained is exactly what he was thinking. He has no words to describe what he has just gained—it's simply incredible.
Without wasting much time, Mateus begins to create some abilities that he never could have thought of how to create or acquire before.

Now, Mateus has an incredible capacity for thinking and reasoning. With accelerated thinking, he can contemplate thousands of things, and not even a second will have passed outside his head.
Taking advantage of this, Mateus starts creating other abilities. He begins with some skills focused on close combat or weapons.
'I like the idea of using swords, but spears are not bad either.' Like many others, Mateus loves these types of weapons. So, without delay, the system announces that he has gained new skills.

'Hahaha!' Finding all this very easy, Mateus laughs internally and concludes that no one can defeat him. But soon he realizes his mistake of letting power go to his head.
Setting that aside, Mateus thinks about how he will fight with swords or spears if he doesn't have one. And quickly, he comes to a conclusion.
'Maybe I don't really need a spear or sword. I can form a sword with magical power, change the characteristics of the type of power I want to use, and then use it as a spear.' Similar to the holy power spears that angels use, Mateus thinks about using something like that to fight with swords or spears, being able to use holy, destructive, or any other type of power and create a functional weapon.
Coming out of all these thoughts, Mateus returns to reality and continues following the devils, unable to help but think.
'It seems that coming here was more fruitful than I could even imagine.'

Entering what appears to be an extremely well-decorated room in excellent condition, considering the building's seemingly poor state, Mateus realizes he is in Rias and her peerage's club room. Invited to take a seat, Mateus does so, looking directly at Rias and Sona in front of him. They've positioned themselves guardedly, leaving their servants scattered around the room.
"What did you want to talk about?" Rias asks directly, and Mateus realizes he hasn't introduced himself yet, so he quickly rectifies that.
"First of all, allow me to introduce myself. I am Mateus Santos, a pleasure to meet you." After introducing himself, Mateus gives a cordial smile, showing he harbors no ill intentions toward any of the individuals in front of him.
Seeing that the man, now identified as Mateus, was well-mannered, both Rias and Sona present themselves similarly.
"As you already know, I am Rias Gremory, and this one by my side is Sona Sitri." They both nod slightly, offering their introductions.
"Well, what I wanted to discuss was regarding your race or faction. A while back, I was attacked by a devil while sleeping, so I want to know from you, what kind of relationship do you want to have with me, enemies or allies?" Knowing that the person in front of Rias and Sona is responsible for stirring the supernatural world makes the atmosphere tense in the room.
"If you can't give me an answer, you can call your brother or any of the leaders of your race; maybe it's even better to handle these matters that way." Mateus continues, making the atmosphere even stranger in the room.
Breaking a bit of this tension, Akeno Himejima brings some tea for everyone and doesn't forget to offer some to Mateus. "I made tea. Would you like some, Mateus?"
Accepting the kind offer, Mateus says, "Of course, Miss?" With a questioning tone, Mateus thanks her but wants to know the name of the person offering him tea.
"Ara ara. Where are my manners? My name is Akeno Himejima. It's a pleasure to meet you, Mateus."
"Likewise, Himejima-san." Being polite, Mateus reciprocates the sentiment. Seeing that he almost forgot about the small one beside him, Mateus asks Ophis, "Ophis, do you want some tea?"
"No." Once again, with few words, Ophis responds, seeming not in the mood for a bit of tea.
Taking a sip of tea, Mateus resumes his conversation with the two heiresses in front of him. "So, how is it going?" Speaking firmly, Mateus puts pressure on the two in front of him, prompting them to quickly make their decision.
"We choose to call my brother. Can you wait a bit? If he's available, he'll come quickly."
"I'm not in such a hurry, so I can wait." Responding this way, Mateus shows that he can wait a bit. Perhaps he's excited about meeting Sirzechs Lucifer, so waiting is not an issue for him. Moreover, there are many beautiful girls in this room for him to admire while time passes, so he certainly wouldn't be bored and could wait for a while.
Taking another sip of his tea, Mateus eagerly awaits what is yet to come.
