"He could be better than that," Farley smiled, "If there is a good side and a bad side in the financial world, he is completely on the bad side. His wife is Kara. Kara's father is a senior officer in Country R. He is powerful and he always uses his power to make money. No one can stop him from offering usury."
To put it simply, he was using his power to make profits, and then to offer usury to make more profits.
The difference was that he was very powerful and he offered usury all over the world.
If that was the case, Hester glanced at Farley, "Who is richer, you or Melvin?"
Farley smiled. "Me."
"Then who is more powerful, you or Melvin?" Hester asked.
