The hunters didn't have much time to be stunned. In a world of werewolves and humans, werewolves always had the upper hand, especially when the human was ordinary.

Training and exercise were always advised to give humans a fighting edge, however, even then the training had to be as difficult as Katie's to give a human any chance against a werewolf.

Only after gaining a Prometheus gift did humans get some actual leverage over werewolves. Of course, this logic began to break down the higher werewolves rose in rank.
