Article five. Economy and Natural Resources. Section 1. Public Commercial Establishments. Section 3. Fisheries.

3.1 The government must teach the local fisherman the new and modern way of fishing. They all must be trained as a professional fisherman and divers that way they will be start to act as professionals. The production of fishes does not rely only on its natural reproduction. The fisherman should use modern equipment to gather more fishes, the government is assigned to assist them on such task. Old fishing boats must be modernized and they all must learn the use of technology

3.2 The government should provide a live fish market to ensure and boost their sales. Not only will it enhance the sales but will also attract more tourist for a better palate.

Section 4. Ores and minerals. The government must use their natural resources and must acknowledge the mining company as a necessity to boost the economy. Mining with the use of proper technology is a must. The trade of such minerals on global market will immediately heighten up the economy. The shipping company distributes minerals and ore on several country abroad and they need it, as a mandate to the economy such company is a must.

Section 5. Tax Regulations. The governor must have its choice to regulate the tax collected on his jurisdiction and adjust it according to his will with a just and reasonable reason. The reason must always be directly proportional to the intent of progression and development.

Section 6. Foreign investors. The Sovereignty of the philippines, a tropical and archipelago country with said 7000 islands is undeniably a paradise for foreign investors.
