No matter how powerful and wealthy the nation is, the slums will forever be stuck in every city. It is inevitable. And this is where Gerard's headings are.
Gerard plans to ask for the help of teenagers to catch rats for him in exchange for food. Or money if that's what they want. He is not being something or what. The rodents have ingress in the slums and the residents are also aware of it but they didn't take any action since these rodents have nothing else to eat in the slums.
