He can't just think about becoming a dragon and become it. It has limitations, alot of them.
1.) He has have enough mental power to capture a perfect picture of a creature or humanoid he wants to become . E.g. If he wants to become a cat he has to see its use the skills it possesses all of them.
2.) He has to have soul power. E.g. A creature without special characteristics requires only 1 soul point like a cat or a rat. A creature with a special characteristics like a bird or a fish requires 2 - 3 soul points. A human 1 but a special human requires their soul point+1 but while turning into a human only innate ability's get copied like tony's perfect recall not his intelligence.
3.) Can't copy their soul, divinity, magic or wavelength. Meaning he can be identified by the same way a skrull is recognised.

BODY/MIND/SOUL
I'm tried of seeing the traditional STR , INT , END .
All that crap, i mean how does one even keep a count on all that. So i used this system .
BODY entails all reaction speed, pulling force, puching force and even jump height. You don't have to be jacked up to high heaven to get a point in body.
Even if one of the parameters in body breaks a limit its qualifiers as a point up.
But that also means that a person with 3 B.P. (Body points) has a chance of defeating someone with 4 B.P. if its their speciality.
E.g. Pieteo Maximoff was able to defeat Steve Rogers in Age of Ultron not cause he is jacked but cause his speed takes his body points way above his standards.
MIND takes all parameters into account from creative thinking to wisdom of just having too much knowledge from living a long life.
E.g. Tony Stark or even Perter Parker (adult)
have a very high IQ are able to build or analyse stuff even if provided bare minimum resources.
In comparison Thor who has lived a lot longer than them and roamed all nine realms and more has an equal Mind points to them. But he still can't compare to them in their specialties.
Or even Vision who has more than a 100 Mind points will be just an equal to them cause its their speciality.
SKILLS
1.) Calm Mind : Help keep the intense emotions at bay and keep an analytical thinking in the most dire situations.
2.)Shape Shifting : A gift from a higher being. Help's transform into other beings. If level is high enough than the host can even transform into inanimate objects and use its abilities freely.

3.) Observe : Gives the host information on the object/being/phenomenon it is used upon.
The higher the level the more information obtained and lesser change of being noticed.
4.) Enhanced Mind : Enhances all parts of the mind to always function at an optimal rate.
Includes Memory, Creativity, Body Co-ordination.

5.) Crafting : Helps keep focus on the crafting process. Reduces time process of crafting an already mastered crafted item. Higher levels of this skill includes different blueprints and even enchantments.The higher your level, the better the goods you can make.
6.) Minor Healing Factor : Decreases recovering time of every injury by half. Gift from a higher being so the host doesn't die easily. Can be powdered up using external source. {Mutated during assimilation}
7.) Adaptability : Helps using anything to your advantage or survival even people.{Innate ability}
