It was amusing because time and time again, ever since he joined hands with Richard and the Stark Family, Steven had not missed an opportunity to sing the songs of The Stark Family and the Ruling families, speaking about how powerful they are.
He understood the scope of power that the Ruling families had but that didn't mean that he could make them sound so huge and so far away that no other power could compete with them at all.
It would be utter foolishness to believe that since both the Guardian and Visionary spaceships still held their autonomy despite the Ruling family's several attempts to take their authority from them.
The Ruling families had substantial authority to lord over the Guardian and the Visionary albeit slightly, but that didn't mean both spaceships didn't have their trump cards to turn to the moment that the Ruling families overstep their boundaries.
