Ryan is now seen going to the Council agency. Why is he going to Council agency? The reason is to get registered as a trainer there. In Council there are 2 different categories of trainers. Unofficial trainers, Official Trainers.

Unofficial Trainers: Trainers who have pokemon illegally as the Council turns an blind eye to them as there may be a good seed. They are trainers who have not been sponsored by the Council. They may get arrested because of keeping pokemon illegally.

Official Trainers: Trainers who have been sponsored by the council or known professors like Oak. They are good seeds that Council sees as talents that can be nurtured. Official trainers can be categorized into 3. Beginner trainers, Elite trainers, Ace trainers.

Right now Ryan is an unofficial Trainer. He has to register two pokemon to become a official trainer. As soon as Ryan walked in eyes fell on him scrutinizing him. He went to the counter and said "I have come to register".

The receptionist saw Ryan critically and said "please come with me". Ryan went with the receptionist to a door on which there was a plaque that said 'Chairman's office'. "I am sorry but we have to check your identity, thus we have come here." she answered Ryan's unspoken question.

She knocked the door and opened it. It was a normal room with two sofas in between them was a glass table. There was a desk for the chairman and of course a chair to sit. There were shelves on which there books and trophies.

The chairman was sitting on the sofa talking with some one who looked very familiar. "I'm sorry sir I didn't know you were in a meeting" she apologized bowing her head repeatedly. "It'd okay my girl I was the one who came here not telling the chairman" said the familiar man. "Prof. Oak!" said the receptionist. As Prof. Oak's eyes wondered over Ryan his eyes widened, but he shook himself from his daze as he listened to what the receptionist said.

"This person would like to register as official trainer" she said. "That's no problem but I haven't seen him anywhere in Viridian City" The chairman said frowning.

"I grew up in a Orphanage" Ryan answered chairman's unspoken question. That one line was more than enough to answer all the questions that the chairman had in his mind. "Young man what is your name" asked Prof. Oak "My name is Ryan, Ryan Mortimer" answered Ryan.

"Say Ryan, would you like me to sponsor you?" Prof. Oak asked every person in the room were shocked except Ryan who couldn't show emotion. "I am honored but are you really okay to sponsor me, who is a stranger? ".

"Ryan I can see the potential in you that's why I am giving you a chance" said Prof. Oak. "I accept" Ryan said bowing. "I have one condition you have to take my pokedex and gather information about various pokemon" Prof. Oak stated. "That would not be a problem Professor" Ryan said.

"Very well go with the receptionist here she'll get you registered" said the chairman. As he said that the receptionist escorted Ryan to a separate room to get registered. "Prof. Oak are you really okay with sponsoring the boy?" chairman asked. the Professor raised his eyebrow asking 'Why are you asking'

"The reason is that the boy is emotionless" said the chairman. Prof. Oak's eyes widened as he motioned for the chairman to continue. "His parents were abusive that he went emotionless. He was also hated in the orphanage for his beauty. He came out of his shell when the matron was there for him but when she died. . . he hasn't shown emotions ever since then" finished the chairman.

"This is precisely why I need to sponsor him" Prof. Oak exclaimed. "What. ." the chairman said with no idea. "Pokemon are our partners and we help each other. Having a pokemon will help him very much" answered Prof. Oak. "Whatever you say Oak" said the chairman as he shrugged.

Meanwhile Ryan successfully got registered. "By the way you have to register your pokemon so that Prof. Oak can check them" the receptionist said. Ryan kept all his pokemon in the machine that scans them. "Can I keep my Pikachu out he likes to be free" Ryan said "Of course" came the reply.

Pikachu came out of its ball and climbed Ryan's shoulder. The Receptionist escorted Ryan to the chairman's office.

"Ah! It seems like he has registered." said Prof. Oak seeing his Pokephone. "So, what pokemon does he have?" asked the chairman curiously. "It seems like he has an Pikachu as an starter" he said. "Hmm that's unusual." commented the chairman. Just as they were talking Ryan and the receptionist came in.

Prof. Oak sucked a breath as he looked at Ryan. 'He looks just like him especially with the Pikachu on his shoulder' Prof. Oak thought. "It seems like you only registered your starter can you show your other pokemon?" the chairman asked bringing Prof. Oak from his thoughts.

Ryan hesitated a bit but calmed down as Pikachu nuzzled his face. Both the chairman and Professor noted this. Ryan called Golbat and Dreepy out. Prof. Oak's eyes widened as he saw Dreepy. "I recognize the Golbat but what is that pokemon?" asked the chairman.

"It is an Dreepy" said Prof. Oak said "Dreepy?" questioned the chairman.

"Dreepy is an Ghost/ Dragon type pseudo legendry pokemon. It is also called the lingering pokemon. It is native to the Galar region, that may be the reason you don't recognize it" said Ryan.

"Oho it seems like you are knowledgeable about pokemon!" Exclaimed Prof. Oak. "Galar region even if it is a neutral region it is disliked due to it not joining the alliance" said the chairman. "Well the pokemon are not disliked, after all the Galarian counterparts of some pokemon are only found in that particular region" countered Ryan. Everyone looked stunned.

When some one tells something negative about his pokemon, Ryan goes into a mode that his pokemon call as 'papa mode' or 'Alpha mode' as Golbat calls it.

"hahahahah" Professor chukled heartily. "You are a very good trainer Ryan, you care for your pokemon" said professor happily seeing the decision he made was correct. Ryan was a little embarrassed as no one praised him like this.

"Also, I have to give you a 'starter' pokemon as a sponsor" said the professor. Ryan was dumbfounded seeing the professor will give an pokemon this easily. "Sorry, Ryan I usually give the three Kanto starters but I don't have an batch right now so can you accept another pokemon?" Prof. Oak asked.

"Its ok professor" said Ryan. Soon Prof. Oak used the chairman's pokemon teleportation machine to transport the pokemon he intends to give. He came inside the office with a pokeball in hand.

Ryan looked at the pokeball curiously.
