Dragons were creatures of order and hierarchy, and they had their own ways of communicating respect and regard amongst themselves and to their superiors.

Neveah had learnt this from reading and observing the same patterns in the different dragon lords she had been honoured to interact with in the few years since arriving at the Asvarian stronghold.

It was precisely because Neveah had observed their behavioural patterns so closely that she understood the severity of this seemingly small gesture in passing from Lord Imagor.

It was one thing to incline the head in acknowledgement, it was another thing to offer a bow of respect, but it was not just anything for a member of the King's guard to lower his head and then hold the bow, awaiting permission to be at ease.
