Section 1. Short Title
This Act shall known as the "Military Appropriations Act of 2024."
Section 2. Purpose
The purpose of this Act is to authorize and appropriate funds for military expenditures over the next five years, focusing on the development and acquisition of advanced and modern military technologies, thereby enhancing the defense capabilities and national security of the United States.
Section 3. Appropriation of Funds
(a) Authorization of Appropriations.—There is authorized to be appropriated, and there is hereby appropriated, out of any money in the Treasury not otherwise appropriated, the sum of $100 billion for the fiscal years 2024 through 2029 for military expenditures.
(b) Allocation of Funds.—The funds appropriated under this Act shall be allocated as follows:
(1) Development and Acquisition of Advanced Military Technologies.—$40 billion shall be allocated for the research, development, and acquisition of advanced military technologies, including but not limited to artificial intelligence, cybersecurity systems, advanced weaponry and equipment, and next-generation communication and surveillance systems.
(2) Modernization of Existing Military Infrastructure.— $20 billion shall be allocated for the modernization and upgrading of existing military infrastructure, facilities, and equipment.
(3) Training and Development.— $15 billion shall be allocated for the training and development of military personnel in the use and implementation of advanced military technologies.
(4) National Military Technology Research Fund.—$25 billion shall be allocated to the establishment and operation of the National Military Technology Research Fund, as described in Section 4 of this Act.
Section 4. National Military Technology Research Fund
(a) Establishment.—There is established a National Military Technology Research Fund (hereinafter referred to as the "Fund") which shall be responsible for overseeing the allocation and management of the funds appropriated under this Act for the development and acquisition of advanced military technologies.
(b) Administration.—The Fund shall be administered by the Department of Defense, in coordination with other relevant federal agencies, research institutions, and private sector partners as necessary.
(c) Duties.—The Fund shall:
(1) Develop and implement a comprehensive strategy for the allocation of funds towards the research, development, and acquisition of advanced military technologies.
(2) Oversee the management and distribution of funds to various projects and initiatives in accordance with the strategy developed.
(3) Monitor and evaluate the progress and effectiveness of funded projects and initiatives.
(4) Submit annual reports to Congress detailing the allocation and use of funds, progress of funded projects, and any recommendations for future appropriations.
Section 5. Reporting Requirement
(a) Annual Reports.—The Ministry of Defense shall submit to Parliament an annual report on the activities carried out under this Act. Each report shall include:
(1) A detailed account of the funds allocated and expended during the preceding fiscal year.
(2) A description of the projects and initiatives funded, including their objectives, progress, and outcomes.
(3) An assessment of the effectiveness of the funded projects and initiatives in achieving the goals of this Act.
(4) Any recommendations for additional appropriations or modifications to this Act to better achieve its objectives.
(b) Transparency and Accountability.—All reports submitted under this section shall be made available to the public to ensure transparency and accountability in the use of appropriated funds.
Section 6. Sunset Provision
The authority to appropriate funds under this Act shall terminate on September 30, 2029. Any funds appropriated but not expended by this date shall revert to the Treasury.
Section 7. Severability
If any provision of this Act, or the application thereof, is held invalid, the validity of the remainder of the Act and the application of such provision to other persons and circumstances shall not be affected thereby.
Section 8. Effective Date
This Act shall take effect on August 10, 2024.
