In the conference room, many eyes were on Uchiha Fugaku. Some gazes were filled with ambiguous meanings, carefully concealing the emotions they harbored.
The Uchiha clan had always been proud, but now that they had suffered a loss by losing an elite jonin, a few present seemed to take some satisfaction in their misfortune. Others were hesitant, unwilling to openly provoke the powerful Uchiha clan.
Shimura Daisuke, the head of the Shimura family, did not conceal his mockery. His lips curled into a slight smirk, his gaze filled with disdain. The Shimura and Uchiha clans had long been hostile toward each other, and Daisuke saw no reason to hide his feelings.

The Third Hokage, who was sitting in the main seat, cleared his throat to gather everyone's attention. "I'm sure everyone is aware of why we're here today," he began, his voice measured. "Hokage-sama, this Wood Style Bloodline Genkai user is clearly hostile towards Konoha, having attacked our ninjas multiple times. This is a matter of grave importance," Hyuga Hiashi, the leader of the Hyuga clan, remarked. His expression was serious, his milky-white eyes revealing his concern.
Nara Shikaku, the head of the Nara clan, nodded in agreement. "Hyuga-sama is right. We need to handle this matter with the utmost care. This Wood Release user has shown clear hostility toward our village."
The Third Hokage gave a somber nod. "Indeed, we must treat this threat with seriousness. I will have the Anbu monitor this individual's movements and gather intelligence."
"Hokage-sama," Uchiha Fugaku spoke up, his voice calm but firm, "This person has already attacked our ninjas, and if we don't take action, the safety of our mission teams will be at risk. I propose forming an elite twelve-man team to eliminate this threat."
Others began to murmur in agreement, including Nobuhiro Hatake, head of the Hatake clan, and Hiashi Hyuga, both supporting Fugaku's suggestion. The Hyuga clan leader was especially concerned after learning that the Wood Release user had taken Uchiha Chi's eyes. The Hyuga clan's Byakugan was also a Bloodline Limit, and they couldn't rule out the possibility that their clan might be targeted next. Although the Hyuga had protective seals, Orochimaru's knowledge of jutsu was extensive, and they couldn't afford to be complacent.
However, Shimura Daisuke interrupted. "I object to this plan," he said, his sneer returning. "This ninja clearly possesses the power of a Kage-level threat. Forming a team of twelve elite jonin would mean taking some of our best resources away from the village's mission requirements. Konoha's reputation is built on our ability to complete missions, and this plan could damage that reputation."
Daisuke's argument clearly resonated with many in the room, and murmurs of concern grew. Aburame Shiwei, the head of the Aburame clan, quickly voiced his agreement. "The village cannot afford such a risk. The cost is too high, and the impact on our ability to fulfill missions would be significant."
The room buzzed with tension. Many clan heads had reservations about sending their elite jonin on such a dangerous mission, especially when they could not guarantee their survival. The risk of high casualties weighed heavily on their minds.
Fugaku remained composed but was clearly frustrated by the opposition. "Yes, it will be costly," he admitted. "But if we let this continue unchecked, the casualties will only grow. Today, it was someone from my clan. Tomorrow, it could be someone from yours."
His words struck a chord, and the murmuring subsided somewhat. He had made a valid point — this enemy had already attacked once and was sure to strike again. No one wanted their clan to be next.
Just when it seemed like Fugaku might sway the room, Shimura Daisuke spoke again, this time with a sharp edge to his voice. "It's easy for you to say that, Fugaku. But how many of your Uchiha are you willing to send on this mission? Surely you're not expecting the rest of us to bear all the burden."
Fugaku didn't miss a beat. "The Uchiha will not shirk our responsibilities. I will send Uchiha Shisui, our clan's genius, who already possesses the strength of an elite jonin. His participation should demonstrate our commitment to this mission."
The mention of Uchiha Shisui caused a ripple in the room. Known for his exceptional skills, Shisui was one of the most talented shinobi of his generation. By offering to send Shisui, Fugaku showed that the Uchiha clan was willing to make significant sacrifices to eliminate the threat.
With the Uchiha's sincerity laid bare, the discussion shifted once again, with some clan leaders rethinking their stance. Whether or not they would ultimately form the elite team remained to be seen, but one thing was clear: the threat posed by the Wood Release user was too dangerous to ignore.
