A few days later the group was waiting in the ORC for their last member before they went to meet Okita's, kind of, granddaughter. A few minutes later the Gremory crest appeared in the middle of the room before a giant man 1.97 meters tall and built like a bear appeared in it's place. He had spiked up orange hair and wore a thick coat draped over his large frame, he was also holding a bottle in one of his hands.
Looking around the room he took a big gulp from the bottle before he threw his arms out with a large smile and yelled boisterously.
"Second Surtr-sama, rook of boss Sirzechs has arrived! Kneel before me! As if! Gahahahaha!"
Okita gave an amused glance at Rias and her peerage who were a bit thrown off.
"Hello, Surtr." Okita said as he stood up.
"Yo, Okita!" Surtr said jovially.
"Well now that we're all here, I suppose we should get going." Okita said behind him as he started walking towards the door. Surtr promptly followed him as Rias and her peerage just stood on their spots for a few seconds before snapping out of it and quickly following the both of them.

As they were walking down the path to Koko's scrapyard Surtr turned towards Okita.
"Oi, Okita! Why am I here?" Surtr asked as he looked around.
"...Did you not listen to Sirzechs-sama?" Okita shook his head but wasn't overly surprised, trying to get this lug to listen to what you were saying was sometimes very difficult. It felt like most of what he heard went in one ear and out the other.
"I did, but I forgot! Gahahahaha!" Surtr laughed as he took big steps towards their destination as he took another sip of the bottle.
"Honestly-"
Walking a few meters behind the two of them Rias and her peerage were looking at each other. They had seen Surtr before but never directly interacted with him since he was very seldom seen at Sirzechs side. Like most of his peerage, Surtr was often off doing his own thing when he wasn't called. From what they had seen so far he seemed very upbeat and confident in himself.
As they were approaching the gate of the scrapyard Okita saw what Koko had meant with changing the signs. He had already seen the ones she hung up while she was away which is how he knew that she wasn't home back then. It seems she added one and changed a few of them.

The last sign had a badly drawn smaller version of Koko smiling on it.
Looking at them in amusement while rubbing his chin for a few moments Okita heard Rias speak up a few seconds later.
"Okita-san, does she live here?" Rias asked as she looked at the scrapyard with narrowed eyes.
"She does, yes." Okita nodded.
"Then why wasn't Sona or I notified of someone from the supernatural living so close to Kuoh? Our jobs as Overseers demands us to keep the city safe for the civilians and to keep everything orderly, which we can't do without information like this. Not to mention that she is essentially forcefully occupying city property." Rias demanded as she pointed at the gate.
Okita listened to Rias as he inwardly shook his head. No one expected them to do their jobs perfectly, they wouldn't even send two heiresses to manage such a small territory, not to mention without training to be able to do so adequately. What allowed this was basically two of the Satans indulging their siblings.
Rias wanted to get out of the underworld, go to a japanese high-school and look for another peerage member to get out of her arranged marriage, while Sona had ambitions of starting a Rating Game school for all devils no matter their social standing.
Furthermore, most of the supernatural didn't care about mundane humans. They were generally seen as lesser beings and ignored. The sacred gear wielders and magicians made up the majority of humans the factions took an interest in, barring outliers like Koko.
This was one of the reason people like Vasco Strada was so highly regarded beyond his monstrous strength, he as a normal human managed to corner and defeat Kokabiel, a cadre class angel, and defeat him during the second great war.
Another reason she wasn't told was because if Koko had wanted to destroy the city they wouldn't be able to do anything, which is why he was stationed here as a bodyguard in the first place.
He was roused from his thoughts by Surtr starting to walk towards the gate and answered Rias while turning towards him.
"This is the reason I was stationed here Rias, if Koko was malicious you and your peerage, even with Sona helping wouldn't be able to stop her."
Rias's face gained a slight scowl as she furrowed her brows she was about to reply before she heard a loud shout.
"Humph, you want to bar this Surtr Second-sama from entering!?" Surtr yelled with a frown before he reached towards the gate. As he was about to grab it, his body suddenly slammed into the ground in a kneeling position. A bit stunned by the sudden gravity pressing down onto his body Surtr stared in incomprehension for a few moments before feeling rage course through him.
"You dare make me kneel!?" Surtr hissed out with gritted teeth before starting to strain against it, trying to get up. Feeling his body firmly staying on the ground he clenched his fists and with a loud shout, his body started growing in size as he was gradually able to stand slightly straighter with each second.
When he reached 7 meters in height he was finally standing upright, although his knees were shaking slihgtly from the strain. Glaring fiercely Surtr took a step towards the gate and brought his arm back for a punch. His hair looking like it was slightly on fire as if fuelled by his fury.
"You think this will stop the might Surtr Second-sama!? This is nothing!" Surtr yelled as he punched towards the gate with a scream of exertion. When it was a few centimeters away from hitting it his fist made contact with something, stopping it completely. A second later a massive thin, slightly transparent film of different colors shimmered into view before expanding outwards from the point of contact with a 'Woooom~' noise, eventually surrounding the whole scrapyard.
The scene stilled for a moment as everyone looked at the massive dome of what sort of resembled a soap bubble stopping Surtr's fist. A few seconds later Surtr suddenly couldn't hold on anymore and faceplanted into the ground with a loud thud, kicking up dust around him as his body shrunk back to normal.
The group looked at Surtr laying still, panting for air as his muscles twitched from exertion before they heard shouting from inside the scrapyard.
"Beo! Wolf! Someone tapped on the shield just now, I'll go take a look you two stay here."
They heard a loud impact before a trail of dust rapidly approached the gate and a woman appeared on the other side an instant later. She was very tall, looking about Surtr's height with wild red hair accompanied by a few black tufts, she had a sharp face with piercing red beastlike eyes and a black earring on the helix of her ear. Her body was also very developed, looking almost motherly but with visible muscles running through her form wearing what looked like a biker outfit with blacksmith pants showing her abs and a few scars dotting her tanned skin.
As her intense eyes looked over the group, Rias and her peerage felt like something primal had locked onto them, evaluating them as their bodies froze for what felt like an eternity before they were knocked out of it as she opened her mouth and a low husky voice yelled out.
"Century Geezer!" Koko waved happily, her entire aura shifting to carefree as she walked over.
