A Dragon's hands could heat up pretty fast and Akeno could feel that Issei wasn't even trying. What she did notice was the expertise.

Getting closer, he pressed his forehead against hers. Those violet eyes were enticing and while he could see, she was far from ready.

So with just another kiss on the edge of her lips, Akeno just smiled at him. Then it was her turn. It appeared that Akeno was much more forward than Rias as she slipped her tongue on the inside of his mouth. There was no reason why Issei could not take that as allowing her entry.
