After having his eyes opened by Uriel and gaining a significant amount of power, Sam decided to take matters into his own hands and while the mining crew kept busy deploying the tier 2 batteries, he headed towards the Celes camp and spied on them.

After losing most of the soldiers that tagged along, the army pulled back most of its resources, at least during the investigation. But they couldn't do it entirely or they would break the contract Ethan stroke with Tina's father.

Because of that, they needed to provide some basic resources and at least one colonel, but that didn't mean it would need to be a capable one and they chose Cassandra to fill the gap left by the late colonel Windfire. However, she turned out to be much more capable than they expected.
