Archenemies weren't a rare thing in the Milky Way.
Civilizations always wanted to move up. Having a destined opponent could provide a good motivation for the people to move forward, whether it was in the economy, technology, or military.
The sense of superiority and self-confidence brought by surpassing archenemies was also an important means to improve the cohesiveness of the people.
Therefore, the civilizations in the Milky Way would more or less have one or two archenemies, even if they were just playing house and did not have any actual confrontation.
However, there were also some civilizations that were truly archenemies with each other.
