Afterlife Department
50,000 years ago, Hell was destroyed because of too much Foul from the resentment of the souls that later turned to Soul Eaters and devoured everything in their wake, leaving nothing of Hell. The gods above in Heaven, in order to take care of the newly-died souls, created the Afterlife Department comprised of grim reapers. Districts
This is the world where the mafia rules. They normally shouldn't see the light of day and only operates in the shadows. However, the mafia has become very powerful and became equal with the government. And so, this world was split between the two factions: the government, and the mafia.
District 1 and 2 are where the wealthiest and most influential people live while District 8 and 9 are wastelands, and where the people in the bottom of the society live. District 3, 4, 5 and 6 are where the common people, the working class, live. District 7 is where the shady areas, like red-light districts and other illegal business establishments, are located. It is where the outlaws live, and the illegal transactions happen.
