To do that, you need to control your Haki to much higher levels then they are now." Enel smirked, he is known as the strongest admiral lately because of 1 simple fact. He is too good at Haki. Unlike other admirals who are not capable of inducing their Haki into their Logia powers. He can. Which makes it easy for him to fight logia powers that may be superior.

"We don't know how to do it." Lucy grumbled.

A bit away, inside a room, Sengoku sat there with Garp and Tsuru. Garp was as always munching on something with Sengoku frowning like usual.

"GARP! Bastard! Why can't you control your grandson!" Sengoku threw a sack of chips at him that was on his desk, which Garp happily caught and started laughing.

"Enough of this, Sen, Garp. We need to focus on other problems." Tsuru said, ignoring their childish antics.

"What other problem is more important this this Family of trouble makers." Sengoku calmed down a bit, he knew that if he took his job too seriously whenever Garps family was involved, he would have died long ago due to stress.

"The Skaarf family, They are trying to control the underground network of the 4 seas." Tsuru said but was cut off by Sengoku.

Unless their actions threaten the Government, or we get direct orders, it is not our business." Sengoku was not a big fan of the Worls Government. If not because he is a man who principles and honor, he might have long left the marines. But the actions of pirates disgust him much more then the Government does. He just chose the side he hates less. Not all pirates are like Strawhats.

Tsuru looked at him for a bit but decided to not speak more about it. Their have been friends for a long time and neither of them liked the World Government. But duty is duty and pirates cause too much problems for the common populace.

"Then, The matter with Portugas D. Ace. You will be asking for a War with Whitebeard..." She said but already knew the answer.

"Let them come, If it was before, we might have had some trouble. But now, with Enel here. They will all be like flies, flying into the sun." Sengoku smirked while Garp stayed silent.

"But how will we catch him, We can't move admirals for him as he will be protected." Tsuru began thinking of a way to capture Ace, other commanders would do as well, but Ace will have much better impact for the Marines face.

"Someone will do it for us." Sengoku said and went quiet. Although Tsuru was interested, she already had a clue at who it might be.

If one would count the fighters under them, it would be about 25% of the marines. It just shows how many people were suffering under the fake justice. From those fighters 1% is elites of the elites. Most of them were from the East Blue, that have been training for years. Each and every single one of them will easily get 50.000.000 million Beli bounty if they were to be pirates. And the top would reach as much as 300.000.000.

"From the founders of the skaarf Family, the ones controlling the East Blue are Inara Redrock, A Woman Named Night Wing from the Mink Tribe. We could not get any other information, The information was only gotten after some of the rats infiltrated but we lost contact of them soon after."

"How about the other 8? there are supposed to be 10." The man said while looking at an Island in the distance.

"Sir, we found information about 4 of them. A cyborg named Psy, Alan Redrock, Samuel Skye and Erik Carter. The others are shrouded in mystery. They have not shown themselves."

"Keep sending rats everywhere." The masked man waved his hand as a sign of his dismissal.

"Yes sir." The one reporting did a salute and left to the back. There someone whispered in his ears.

"They are moles.. not rats, why don't you tell him that?"

The man furrowed his brows and stopped to look at him. "If you forgot what happened to the last guy who told him, then you are welcome to try." He said and kept walking. The other man shuddered as he remembered what happened to the other one.

With multiple organizations taking actions, the sound of an all out war are getting closer and closer. All it needs is a catalyst that will set flame to the fuse. And the catalyst is non other than Portugas D. Ace.
