Frost didn't hold back in showing off his otherworldly knowledge, "you know that I like to bury myself in the library very often. I once read a book about the outside world of humans. It says about a concept of an Empire which is divided into several smaller kingdoms ruled by kings.
And above them sits the Emperor on Imperial throne who will not interfere in how his vassals will rule their respective kingdoms and in return, they will pay taxes to the palace in time on behalf of their people.
You can say the kings of these smaller kingdoms are above Dragonlords and below the Emperor. Usually, I won't recommend such an option as it is almost the same as giving a share of your power to someone else but all of us are siblings from the same mother and father. Why do we have to kill each other for the throne when there's a solution?"
