Just as the meeting started,

Raikage asked:"So why did konoha called for the emergency Meeting."

Kazekage:"+2."

Tsunade looked at a device and replied with a smile:"konoha don't called this meeting but he called."

As she completed her sentence five people walked into the hall.

Adam with kaguya, pain, konan and obito.

As Adam got to the center of the hall, he signaled obito. All the people the room got alert except Tsunade.

Mifune:"adam-san? What are doing here and who are this people."

Adam signaled Mifune to shut up. Then obito used wood style to make a chair at the center of the hall.

Tsuchikage :"wood style."

Mizukage:"byakugan."

All the kage were shocked to see wood style performed by the mask man and byakugan on this mysterious women who don't looks like a human.

Adam than took a sit.

Raikage lashed out:"Who are you and was your purpose in this meeting."

Adam:" I am Adam the owner of Eden Corporation and a leader of akatsuki, as for my purpose is to destroy the current ninja world's system."

Before raikage could do anything, Kazekage rasa used his dust jutsu and a kunai to stab Adam.

Adam killed rasa with a snap of fingers.

As rasa died hall got to silence, all the kage were shocked to see a kage level ninja got killed in just seconds.

Rasa's bodyguard shouted:"you bastard how dare you killed Kazekage."

As they completed there sentence they were trapped in papers by konan.

After room turned silence.

Adam spoke while looking at rasa's dead body:"so if you want to attack me you can, but you should know that it won't end well."

Adam smiled:"now that everyone is silence I will start introducing new system in this ninja world." As he completed the sentence konan handover them a file.

As they started reading the file they frowned.

Raikage shouted:"What do you mean by removing kage and daimyo from there position."

Adam replied with calm manner:"Yes, Daimyo will be removed from there position and only remain as a rich businessman as for kage they will turn into principal of there respect ninja Academy but before anyone of you ask questions again read the whole thing completely."

1) daimyo and kage of there respect lands will be removed from there position and all the power they possess will be transferred to central government that will be formed in future.

2) central government will be located in land of fire and it will have total 20 members.

3) central governments members will be selected by the people of each land by election.

4) highest power will be owned by international court, but it Will not intervene in any nation issue until it affects whole ninja world, it has a power to decide if the it's right or wrong according to the constitution that will be introduce in future.

5) if more than half of the 20 members agreed on something, they can pass a bill to the international court for the decision.

6) two new organization will be created under central government such as "ninja association" which will look after all the missions ninja gets and international ninja tournament, "law enforcement" which will lookout for anyone who breaks the law.

7) under central government a jail will be created for all the criminal who will break the law.

8) state and village level court will be formed for there respect stages.

• any kage who agreed to all this condition will be Reward will a chance to revive one of there loved one's and there Acadamy will be funded by Eden Corporation.

• any kage who disagree to it will be arrested or worst case killed.

After all kages felt chill down there Spine after reading the last line as they looked at Adam, kaguya, konan, obito and pain. They felt anyone of them could kill them.

Raikage asked:"Is it true that you can revive one person. If I agreed to your condition."

Tsuchikage said while looking at raikage in disbelief:"What are you saying you agreed to there condition."

Raikage replied:"Yes, if he can revive my father."

Adam:"Yes I can but I do that after central government is successful established and if we start it will take Atleast 1 year, if you think I am lying, I don't have an obligation to lie, because if I want to I could just kill everyone who appose me, but I don't want to."

Raikage replied while looking at Adams confident eyes:"ok, I agree to your condition."

Tsuchikage frowned:"have you gone mad raikage, you agreed to there condition."

Mizukage was silent all this time.

Raikage replied:"than what let my people die, don't tell me you don't sense the breath of 10 kage level ninja outside the building and that man killed rasa like a ant do you think you stand a chance even with you whole village."

After a long discussion everyone agreed to the Adams condition.

It's was the start of the new ninja world.
