It allows the country to create alliances with other countries, and they'll be able to import more. He knew they wanted something valuable to export and that his prosthetics could be it.
Cass emphasized that they would have to give an additional 5 million to his association every year. That way, he would be able to give prosthetics to those who can't afford them.
