Theia has now fully learned how to control her ice power to create any animal she wants and she doesn't just know how to control an animal she created, she now also knows how to connect herself with the ice animals she created.

This means that she can use a rabbit or a bird created from her ice element to see through their eyes and keep eyes on people she wants to.

And that's what she did on Chiyou, she uses a bird to keep an eye on Chiyou especially after Chiyou got his new gifts.
